Section 5(a)(1) of the occupational safety and health act of 1970:  The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to falls from unsecured decking into unprotected openings.
Among other methods, one feasible and acceptable method to correct this
hazard would be
limiting the number of openings to those being worked on, barricade those
openings and  insure
that the remaining decking was secured against displacement.
Location: CA/T contract # C17A2 State street to North street.
Serious injury occurred when an employee fell 5 feet to the lower flange
of a 5
foot deep girder with a potential to fall 8 feet to the ground below.
Approximately
48 unprotected openings were opened exposing 6 employees who were working
on unsecured decking to falls of up to 9 feet.
