Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employmnent and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of:  Operating machinery, on roadways and on
jobsites, which had
various safety hazards.  These included, improperly adjusted steering
columns, improperly
adjusted and worn brakes, emergency brakes that did not work, out of
alignment frontends, bald
tires, hydrolic leaks, wench cables badly worn, and gas pedals improperly
repaired.
Among other methods, one feasible and acceptable abatement method to
correct would be to set
up a program where the trucks would be brought up to DOT and manufacturer
standards by a
qualified shop or mechanic.  The program then should have an element where
the drivers inspect
the trucks daily for noticable variations of the standards.  These reports
should be evaluated and
filed with action taken as necessary.  A scheduled periodic inspection by
a qualified shop or
mechanic should be the final necessary element.
a)  At 1027 Telleen Ave., Erie, CO. (Wendorf Enterprises jobsite):
Employees were
exposed to vehicular crash hazards while operating trucks on trash hauling
routes.  The
trucks were not maintained to DOT and manufacturer safety levels.
