Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
a.At the facility in Plant 4, employees walking on the roof of the mobile
home to
inspect the work done by the roofers were not provided fall protection
exposing
employees to the hazard of falls from elevation.
b.At the facility in Plant 4, roofers accessing the roof of the mobile
home had to
step from the mezzanine across a gap of approximately 2 1/2 feet onto the
roof
before hooking the life line onto the safety harness, exposing employees
to the
hazard of falls from elevation.
Feasible abatement methods could include but are not limited to:
1.Provide and require that employees on the roof inspecting the work of
the roofers
wear a personnel fall arrest system.
2.Reduce or eliminate the gap between the mezzanine and the mobile home.
3.Provide a personal fall arrest system that would enable the employees to
hook the
life line to the safety harness before stepping onto the roof.
