Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a struck-by hazard associated with piping movement: At locations, such as, but not limited to, Rosa V. Benavides "F" No. 68, no means for anchoring the vent line, as referenced in API-RP54 paragraph 8.14.2, were provided for employees installing a plunger lift system on a high pressure (app. 1600 psi) gas well. One means of abatement would be to ensure there is a place in the down stream piping, or other means provided, to anchor the vent line before an employee is allowed to begin the installation of a plunger lift system. *** Certification and Documentation of Abatement required ***
