Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to a "struck by" hazard:
At the jobsite, Kazen Elementary School, 9620 Albany, Laredo, TX, the
employer did not take adequate precautions to assure that all personnel
were clear
of the load before lowering.  A method to prevent employees from remaining
under a portable classroom building or re-entering the crawl space under
the load
was not utilized.  Employees were exposed to "struck by" hazards.
Among other methods, one feasible and acceptable abatement method to
correct
this hazard is to ensure that all employees are clear of the load before
lowering,
in accordance with Section 1-3.2(e) of the American National Standards
Institute
(ANSI) B30.1-1975, Safety Standards for Cableways, Cranes, Derricks,
Hoists,
Hooks, Jacks, and Slings.
