NCGS 95-129(1) of the Occupational Safety and Health Act of North Carolina: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: fall to a lower level. a)site - employee was hoisted on the hook of a capstan winch to his work station approximately 140 ft. above the ground, on an existing monopole tower(Ref NATE Personnel Lifting Procedures) One feasible and acceptable abatement method, among others, to correct this hazard is to prohibit the practice of "riding the line" of a capstan winch.
