North Carolina General Statute 95-129(1) of the Occupational Safety
and Health Act of North Carolina:  The employer did not furnish to
each of his employees conditions of employment and a place of
employment which were free from recognized hazards that were
causing or likely to cause death or serious physical harm to
employees:
a)fiberglass baler area-  the employer did not take
measures to protect employee(s) from bale "bursts", which
several employees have been injured from fiberglass bales
separating and falling on or against employees during the
baling process.
NOTE:Among other methods, one feasible and acceptable
method to abate this hazard is to line the inside
of the baler container with a bag or cardboard
container to hold and compress the bale together.
