11NMAC 5.2.9
Section 50-9-5(A), NMSA 1978 (New Mexico Occupational Health and Safety
Act):  Every
employer shall furnish to each of his employees employment and a place of
employment which
are free from recognized hazards that are causing or are likely to cause
death or serious physical
harm to his employees.
Correctional officers are exposed to the hazard of being infected with
Mycobacterium
tuberculosis (TB) through contact with inmates who have or are suspected
to have TB.  One
feasible and acceptable method of abatement for reducing this hazard, as
recommended by the
CDC is listed below:
1.Conduct a risk assessment that includes the following:
a.Baseline risk assessment of the risk for transmission of TB in each area
and
occupation group in the facility;
b.Classification of risk should be determined by:
1.community profile of TB;
2.number of infectious TB inmates that the Detention Center employees may
be exposed;
3.analysis of PPD conversions among employees.
c.Periodic reassessment.
d.Determination of risk category.
2.Conduct employee screening:
a.Upon initial hire, a baseline PPD should be given, and
b.Repeat PPD testing as determined by the risk assessment (ie: annual).
3.Educate and Train of Employees:
a.All employees are to receive educational training that is relative to
their
occupational group;
b.Level and detail of education should be relative to the employees
responsibility
and risk; and
c.Training must include at least the following:
1.epidemiology;
2.pathogenesis of and occupational risk for TB; and
3.specific work practices for reducing transmission.
4.Develop and implement a TB exposure control plan with written procedures
detailing
the
how the facility will handle inmates who have or are suspected to have TB.
5.Provide the appropriate respiratory protection,NIOSH N95, to employees
who are
exposed to TB.
As abatement, please send the completed TB Exposure Control Plan, Risk
assessment, and
Training documentation.
