Section 50-9-5(A), NMSA 1978 (New Mexico Occupational Health and Safety
Act):  Every
employer shall furnish to each of his employees employment and a place of
employment which
are free from recognized hazards that are causing or are likely to cause
death or serious physical
harm to his employees.
ANSI B153.1-1990 4.1.11 Locking Device. Automotive lifts shall be equipped
with an
automatic mechanical device to hold the lift in the fully extended
position. The device
shall have a Safety strength factor of not less than 3, based on the rated
load capacity.
Employees are exposed to the hazards of automotive lifts in Bay #1, #2,
and #3,
not having a mechanical locking device to hold the lift in position in
case of
hydraulic failure.  One feasible and useful abatement method for reducing
this
hazard is to install automatic mechanical devices to hold the lifts in the
fully
extended position as recommended by ANSI B153.1-1990 4.1.11.

Act):  Every

ANSI B153.1-1990 7.1.2, The owner/employer shall maintain and care for the
lift to
ensure its continued safe operation. It shall be the responsibility of the
owner/employer
to provide necessary lockouts/tagouts of energy sources in accordance with
ANSI
Z244.1-1982 before beginning repairs.
Employees are exposed to the hazards of a malfunctioning hydraulic lift in
Bay
#1, and on the south exterior side of the building a malfunctioning RV
hydraulic
lift due to the employer not maintaining and caring for the lift to ensure
its safe
operation.  One feasible and useful abatement method for reducing this
hazard
is
to ensure the employer maintains and cares for lifts to ensure the safe
operation
as recommended by ANSI B153.1-1990 7.1.2.
