Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to:
a)  Northeast Corner, Stairwell - On or about August 13, 1998, one
employee was exposed
to the hazard of falling between approximately 10 and 30 feet to the
ground below while
working out of a Snorkelift (s/n 9535651295) Self Propelled Aerial Work
Platform.  This
condition last existed on August 13, 1998.
Among other methods, one feasible and useful method to correct the hazard
is to enforce the
company's work rule such as stipulated in their scaffold program (section
12).
II-D Operating Rules - A safety belt with lanyard, or body belt and safety
straps must be
attached to the basket or boom of extensible or boom platforms.  A safety
belt and lanyard is
required on all elevated mobile work platforms by CAL/OSHA when guardrail
of platform
deck is less than 42" high.
No abatement certification or documentation is required for this item.
