Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fire. (a)At the United Parcel Service flightline Birmingham Al. - On or about 09/11/98 Ignition sources were not eliminated prior to the refueling of the Ground Power Unit supplying power to a United Parcel Service DC8 aircraft. Employee was burned when the fuel nozzle contacted the live power cable connector. NOTE: One feasible means of abatement is to shut down the Aircraft Ground Power Unit (GPU) prior to servicing fuel and add a Training Module that covers servicing of aircraft support equipment as required by standard industry practice.
