Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment
which were free from recognized hazards that were causing or likely
to cause death or serious physical harm to employees in that
employees were exposed to fire and explosion hazards where aluminum
dusts are generated.
a)  Building C, Aluminum Finishing Department, BCP Belt
Conveyor Wheelblaster Serial Number 1687: The dust collector
was not located outside of the building nor provided with
barriers or other means for personnel protection.  Duct
systems, dust collectors and dust producing machinery were not
bonded and grounded to minimize the accumulation of static
electric charge.  Warning signs stating: "CAUTION, this
collector can contain explosible dust" and "WARNING, Aluminum
Metal Only - Fire or Explosion Can Result with Other Metals"
were not posted.  The dust collector was not equipped with
deflagration vents.  Fugitive aluminum dusts were permitted to
accumulate on the floor and building structural surfaces
adjacent to the shot blast machines and dust collection
systems.  Dusts were not removed from the dry type collectors
at least once per day or more frequent intervals.
Among other methods, one feasible and accepted abatement method to
correct this hazard is to design, construct and maintain the
wheelblaster and dust collection system in accordance with  the
latest edition of NFPA 651, Standard for the Machining and
Finishing of Aluminum and the Production and Handling of Aluminum
Powders or protected in a manner utilizing systems, methods, or
devices of equivalent or superior quality, strength, fire
resistance, effectiveness, durability and safety.
Abatement certification and documentation required within 10 days
after abatement date.  The certification shall include a statement
that abatement is complete, the date and method of abatement, and
state that employees and their representatives were informed of
this abatement.  Abatement documentation shall include documents
demonstrating that abatement is complete, such as evidence of the
purchase or repair of equipment, photographic or video evidence of
abatement or other written records.
