Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to falls from elevation:
(a)  At front entrance of building, employee working from scissors-lift
SP2133 was
standing on the mid-rail of the guardrail system in order to perform his
work, exposing him to
a fall of approximately 20 feet to concrete.  ANSI 92.6 para 8.10.1
prohibits use of devices on
platform for achieving additional height or reach.  Among other methods,
one feasible and
acceptable abatement method would be to erect scaffolding that would fit
in the restricted space
and would permit the employee to work at the appropriate height.
