of a
Caterpillar 416C loader/excavator, driven by an unlicensed 16 year old
driver,
on the west bound side of Millbrook Road at a speed estimated to be 25 mph
or
greater. (ref para 4.3 SAE J153 May 87).
One possible abatement would be not to permit riders on equipment if there
is no
manufacturers designated place for the rider.
