Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to hazard of being struck by "Bobcat" skid-steer loaders: (a)Shipyard - Employees allowed to operate Bobcat skid-steer loaders were not trained on the safe operation of skid-steer loaders. (b)Shipyard - Toyota Bobcat had a defective horn. Among other methods, one feasible and acceptable abatement method to correct this hazard is to allow only employees who have been trained on the safe operation of skid-steer loaders operate the Bobcats and repair the horn on the Toyota Bobcat before it returns to service. (c)Shipyard - Toyota Bobcat skider-steer loader was not equipped with an interlock system which would require the operator to be restrained before the unit can be operated. Among other methods, one feasible and acceptable abatement method to correct this hazard is to install a restraint inter-lock system.
