Section 5(a)(1) of Public Law 91-596, the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that employees were exposed to hazard of being struck by refuse trucks: (a)West Bank, Yard at Entrance - No backup alarms on two Southern Scrap Material Company trucks, Mack, Tag No. A23356, and International, AL X8255611, each backing to place/retrieve rolloff refuse bins. Among other methods, one feasible and acceptable abatement to correct this hazard is to provide external audible warning signal devices which actuate when the vehicle is operated in reserve, in accordance with American National Standards Institute (ANSI) Z245., Safety Requirements for Refuse Collecting and Compacting Equipment, Section 7, Mobile Equipment Safeguards and Features, Paragraph 7.1.14, Warning Signals.
