A.  Employer knew or should have known that employees compacting earth on

Ingersall-Rand Pro Pac Series 100 compactor, Serial No. 010 8534, without
a seat belt were
exposed to the hazard of being thrown from the seat, on or about April 17,
1999.  A feasible
and useful method to correct this hazard, among other methods, is to equip
the compactor
with a seat belt.
