follows:
A. Employer knew or should have known that two employees not using a red
flag or sign
paddle while in road signaling traffic created a hazard of being struck by
a vehicle.  A
feasible and useful method to correct this hazard, among other methods, is
to have the
employees use a red flag or sign paddle.
