a Mitsubishi fork truck from a tractor trailer in an unpaved, snow covered
parking lot without using the seat belt which was provided on the fork
truck.
ABATEMENT:One feasible means of abatement, among others, is to enforce the
use of
seat belts on all forklifts equipped with them.
