Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to the hazard of structural collapse:
(a)On or about June 30, 1999 and at times prior thereto, outer framed
walls of
the building under construction north of 4221 Professional Way, Idaho
Falls,
Idaho were not adequately braced prior to truss installation in that they
did not
meet the requirements for bracing in the 1997 Uniform Building Code,
Bonneville County Planning & Zoning Requirements and structural engineering
plans for the building by Teton Structural Engineers.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT
METHOD TO CORRECT THIS HAZARD IS TO PROPERLY BRACE/SHEATH THE
WALLS IN ACCORDANCE WITH THE 1997 UNIFORM BUILDING CODE,
BONNEVILLE COUNTY PLANNING & ZONING REQUIREMENTS AND/OR
STRUCTURAL ENGINEERING DRAWINGS FOR THIS SPECIFIC BUILDING
PROVIDED BY A STRUCTURAL ENGINEER.

employees were exposed to unsafe lifting and moving trusses that were not
adequately
supported to prevent failure:
(a)Construction site located north of 4221 Professional Way, Idaho Falls,
Idaho:
On or about June 30, 1999 and at times prior thereto, employees were
exposed
to the hazard of being struck by trusses when they were rigged unsafely
with a
single connection to the apex area of the truss.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT
METHOD TO CORRECT THIS HAZARD IS TO FOLLOW THE GUIDANCE
PROVIDED BY THE TRUSS PLATE INSTITUTE HANDBOOK (HIB-91), PARAGRAPH
4.3.7 (FIGURE 12), BY USING A SPREADER BAR TO SAFELY DISTRIBUTE THE
LOAD.
