Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
At the jobsite located at 9901 Diamond Road in North Little Rock,
Arkansas, on or about
July 27, 1999, employee(s) were using a back hoe loader bucket as a lift
to access the
area above the garage door on the east side of the building to install an
electrical light.
The employee(s) in the back hoe loader bucket was exposed to the hazard of
falls from
elevation.
Feasible abatement methods  could include but are not limited to:
1.Provide an aerial lift such as a  snorkel lift for the employee to use
to access the
area above the garage door to install the light.
2.Erect a section of properly guarded scaffold and level it so that the
employee
could use the scaffold to access the area above the garage door to install
the light.
3.Provide a forklift with a carriage with guardrails to lift the employee
to the area
above the garage door.
