Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not provide a place of employment that was free from recognized hazards in that employees were exposed to having their head and torso entrapped between the truck and ground in the event of tip over. Throughout the facility - Seat belts, where provided on powered industrial trucks, are not always being used, as required by A.N.S.I. B56.1 and the employer's Vehicle Operating Program. Among feasible methods to abate this hazard is to comply with the American National Standard Institute (ANSI) Safety Standard for Low Lift and High Lift Trucks, ANSI 56.1- 1988, Section 5.3.19 and wear seat belts at all times when operating the truck. CERTIFICATION REQUIRED FOR THIS ITEM
