North Carolina General Statute 95-129(1) of the Occupational Safety
and Health Act of North Carolina:  The employer did not furnish
each of his employees conditions of employment and a place of
employment free from recognized hazards that were causing or likely
to cause death or serious physical harm to employees in that
employees were exposed to falling debris:
All portions of an existing building, both interior and exterior,
were not maintained in such manner that structural strength,
stability, sanitation, adequate light and safety to life and
property from fire and other hazards are provided for the public
safety health and general welfare. North Carolina State Building

a)campus, Physical Plant Complex, Garage/Machine Shop - A
10'x12' section of the roof was not maintained and
repaired to prevent structural deterioration to the point
of mechanical failure and collapse on March 22, 199 at
approximately 1:45 p.m.
Among other methods, one feasible and acceptable method
to correct this hazard is to repair the roof structure
and recover the roof.er
