Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment free
from recognized
hazards that were causing, or likely to cause, death or serious physical
harm to employees.
On December 19, 2000, at the Sam Houston High School addition project in
Arlington, TX,
employees were utilizing a Condor Model V2033XL scissors lift near a
drop-off area of the
first floor to install roof angle brackets. The utilization of the
scissors lift near the
unprotected edge of the walking/working surface created a tipping hazard
and exposed the
employees to a fall of approximately 15 feet.
Among other methods, some feasible and acceptable methods to correct this
hazard are:
1.Maintaining safe distances from drop-offs, holes, ramps, and other
hazards to
ensure safe travel.
2.Develop and implement a company policy for the use of scissors lifts to
ensure
compliance with ANSI/SIA A92.6-1999 Self-Propelled Elevating Work
Platforms. Specifically:
-Operator Warnings and Instructions which should include elevated driving
requirements.
-Train all operators on any changes in operating procedures.
3.Use of a rough terrain forklift with appropriate personnel working
platform
attached to perform exterior work edges of structure.
