Section 5(a)(1) of the Occupational Safety and Health Act of 1970: Joslyn Manufacturing Company did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that, employees were allowed to reach under the Harper furnace elevators when in the raised position to attach or disconnect exhaust hoses. Employees were exposed to being struck by a falling elevator, when loaded, could weigh as much as 730 pounds. Among other methods, one feasible and useful method to correct this hazard is to modify the elevator so workers could attach or disconnect the exhaust hoses without reaching underneath the raised furnace elevators. No abatement certification or documentation is required for this item.

Section 5(a)(1) of the Occupational Safety and Health Act of 1970: Joslyn Manufacturing Company did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that, the Harper furnace elevators were overloaded up to 38 percent (1,006 pounds) more than the maximum elevator lifting capacity (730 pounds) prescribed by the furnace manufacturer. Employees were exposed to being struck by a falling elevator were a malfunction to occur in the elevator mechanism. Among other methods, one feasible and useful method to correct this hazard is to limit the loads so they do not "Do Not Exceed" the maximum elevator lifting capacity prescribed by the furnace manufacturer, which are identified and affixed to the furnace equipment. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).s
