Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to hazards associated with structural steel collapse:
On or about January 19, 2000, employees erecting a prefabricated metal
building located at 1630
N. Lincoln, Parsons, Kansas, were working on the steel frame of the
structure.  Temporary
bracing was not used to secure the structural steel during a period of
high winds.  The structure
was vulnerable to wind damage.  Employees were exposed to falling and
crushing hazards
associated with collapse of the structure.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is:
a. Install temporary bracing.; or
b. Preclude workers from working on unbraced steel structures during
periods of high winds.
29 CFR 1903.19(d)(1) requires certification and documentation that the
abatement of the
above violation is complete.
