Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to hazards associated with structural steel collapse:
On or about January 19, 2000, the employer responsible for the job site
located at 1630 N.
Lincoln, Parsons, Kansas, did not inspect portions of an erected steel
structure to ensure proper
temporary bracing had been installed.  Employees were exposed to falling
and crushing hazards
associated with the collapse of the structure due to high winds and
inadequate bracing.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is:
a.Ensure all bracing requirements are met by the subcontractor before
allowing employees
to work in the general area of newly erected steel structures; or
b.Install temporary bracing.
29 CFR 1903.19(d)(1) requires certification and documentation that the
abatement of the
above violation is complete.
