Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being crushed by descending vehicles on the hydraulic lifts in the event of hydraulic failure, falling vehicles on the hydraulic lifts caused by using the lifts with the frame engaging lift arm extenders not in working order, and falling vehicles on the electric lift caused by using the lift with a broken cable: a)Main Repair Area, Hydraulic Lift Area: The safety devices on the hydraulic lifts, which are used to prevent employees from being crushed by descending vehicles, were not in working order, on or about 12/17/99. b)Main Repair Area, Hydraulic Lift Area: The extenders on the frame engaging hydraulic lifts were not in working order as they were able to slide completely off the lift arms, on or about 12/17/99. c)Main Repair Area, Electric Lift Area: Electric lift had a cable which was broken which could cause the lift to fail, on or about 12/17/99. Abatement Note: One feasible and acceptable abatement method among others is to 1) Repair the safety devices on the hydraulic lifts. 2) Repair the extend arms on the frame engaging lifts. 3) Repair the cable on the hydraulic lift. 4) Perform repair maintenance procedures whenever they are called for by the lift operator, qualified lift inspector or preventive maintenance technician. 3) Establish and implement a periodic inspection procedure of lifts. 4) Establish and implement a periodic preventive maintenance procedure.
