Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
a)  Employees were required to work installing automatic pedestrian
traffic control light devices
by standing in the bucket of a John Deere 410C combination backhoe loader
(MFR S/N
*T0410CG72901*) thus being exposed to fall hazards of up to approximately
seven feet and to
the hazard of being crushed between the loader bucket and fixed objects
such as traffic poles.
Among other methods, feasible and acceptable abatement methods to correct
this hazard include
the safe use of ladders or approved personnel lifting equipment designed
to elevate personnel to
work stations above ground such as, but not limited to, articulating and
or extensible boom
platforms.
