Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of getting parts of the body caught in the
point of operation of an
integral horizontal compactor-container:
Location: Compactor Area
On or about 11/1/00,
a) The integral horizontal compactor-container was not provided with an
emergency stop button
located within 3 feet of the charging hopper area.
b) The employer did not inspect protective devices to determine if they
were disabled or
bypassed. The control panel key for the integral horizontal
compactor-container was broken off
in the lock which could enable unintentional activation.
c) Periodic and regular inspections of the integral horizontal
compactor-container
were not
performed.
d) The electric start button of the integral horizontal
compactor-container was not designed to
prevent unintentional activation.
e) The charging hopper access door of the integral horizontal
compactor-container was not
provided with a safety sign.
f) The employer did not adequately provide instruction and training in the
safe methods of
operation of the integral horizontal compactor-container.
g) The employer did not monitor the employee's operation of the integral
horizontal compactor-
container.
Among other methods, feasible and acceptable abatement methods to correct
this hazard
are to follow ANSI Z245.2-1992 Stationary Compactors - Safety Requirements
for Refuse
Collection, Processing, and Disposal Equipment.
NOTE: In addition to abatement certification, the employer is required to
submit
abatement documentation for this item in accordance with 29 CFR 1903.19.ce
