Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed being struck by defective vehicles:
(a) Monaca PA, Plant Site; The following in plant heavy equipment had
operating
and/or maintenance deficiencies as follows:
(1) Mack Trucks 21 and 25;  The stabilizers were removed from the rear of
the
trucks and the back up alarms were inoperable.  The operator's manual was
not
available for reference.
(2) Number 550 International Front End Loader;  The front windshield was
cracked on the passenger side of the equipment; the warning horn was
inoperable
as where the windshield wipers to the rear.  The operator's manual was not
available for reference.
(3) Number 42 Dresser Front End Loader, Model 530;  The front windshield
was
cracked; the warning horn was inoperable; and the danger decals were
illegible.
The operator's manual was not available for reference.
(4) Number 921 B Case Front End Loader;  The operator's manual was not
available in the cab of the off highway equipment
Among other methods, one feasible and acceptable means of abatement to
correct this item is
to implement a preventative maintenance program based upon the
manufacturer's
recommendations.
