Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment
and a place of employment which were free from recognized hazards that
were causing or likely to cause
death or serious physical harm to employees in that employees were exposed
to falling loads and/or lift parts:
(a) Service Shop Area:  Employees were using surface mounted automotive
lifts that were deficient as
evident by the following conditions:
1.   A preventative maintenance program was not developed, in accordance
with the
manufacturer's specifications, to ensure that automotive lifts were
working properly and that
all manufacturer recommend safety and maintenance checks were performed.
2.  A training program was not provided in the use, care and safety
features of the automotive
lifts following the manufacturer's instructions.
3.  Locking pins were not working and/or were removed from the arms of the
lifts.  The
safety latch was bypassed on the Rotary Lift, #29025.
4.  The Weaver autolift, with a capacity of 5,000 pounds, is being
overloaded when handling
"Suburbans" and similar vehicles.
Among other methods, one feasible and acceptable abatement method to
correct this hazards is to use the
appropriate lift to prevent overloading, develop a preventative
maintenance program for the automotive lifts
and to provide formal training to employees on the proper use, care, and
safety precautions of the lifts.
