Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of being struck, crushed or pinned by unsecured
automotive lifts;
e.g. the automatic mechanical locking latches were not engaged:
a)On or about 10/12/99, Bay 2, Front Lift.  Globe, Semi-hydraulic Lift,
FS-10
Frame "Kontact Lift" with offset arms.  The employer did not ensure that
the
automatic locking device was maintained in an operable condition to ensure
the
lifts continued safe operation in accordance with paragraph 7.1.2 of the
American
National Standard Institute (ANSI) Publication B153.1-1990 and the
manufacturers installation, operation and service manual.
b)On or about 10/12/99, Bay 2, Rear Lift.  Globe, semi-hydraulic lift,
FS-10
Frame "Kontact Lift" with offset arms.  The employer did not ensure that
the
automatic locking device was maintained in an operable condition to ensure
the
lifts continued safe operation in accordance with paragraph 7.1.2 of the
American
National Standards Institute (ANSI) Publication B153.1-1990 and the
manufacturers installation, operation and service manual.
c)On or about 10/12/99, Bay 3 Lift.  Globe, semi-hydraulic lift, FS-10
Frame
"Kontact Lift" with offset arms.  The employer did not ensure that the
automatic
locking device was maintained in an operable condition to ensure the lifts
continued safe operation in accordance with paragraph 7.1.2 of the American
National Standards Institute (ANSI) Publication B153.1-1990 and the
manufacturers installation, operation and service manual.
Among other methods, one feasible and acceptable abatement method to
correct this
hazard include:  (1) Establish a periodic inspection procedure as
recommended by the
manufacturer to ensure that the automatic mechanical locking latch and all
other
operating components are in safe condition; (2) Posting lift operation
instructions; (3)
Instruct and train employees as recommended in the manufacturer's
procedures for
proper use in the safe operation of the lifts, including the automatic
mechanical locking
latch; (4) Cleaning and maintaining the locking latches to ensure proper
function; (5)
Install permanent marking on the lifts to show the manufacturer's name,
rated load
capacity, model and serial number in accordance with standards referenced
in American
National Standards Institute (ANSI) B153.1-1990 and the manufacturers's
installation,
operation and service manual.
