General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a. On or about December 22, 1999, at the chugger/winch/drum hoist area between boilers numbers 71 and numbers 72, wooden I-Joists (approximately 25 feet long) were lifted from the ground level to the eight floor in an unsafe manner in that one nylon web sling in a choker hitch configuration was used instead of two slings to lift the I-Joists which were unbalanced horizontal loads. Employees were thereby exposed to injuries associated with falling loads. Among other methods, feasible methods to correct these hazards are: 1. Use two slings when horizontal loads such as I-Joists are hoisted.
