Labor and Employment Article, Section 5-104(a), Annotated Code of Maryland: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees: (a)Date of Violation:12/15/99 Location:100 Block South Bridge Street Condition:Subcontractor's employees using pipe wrenches to uncouple drill rods on a Vermeer D24 by 40 Navigator Directional Drilling Machine were exposed to being struck by the wrenches and rods. Among other methods, one feasible and acceptable abatement method to correct this hazard is to prohibit the use of hand wrenches on the drill rods. Require the use of powere vises to break rod joints, as recommended by the manufacture. Also, ensure clear, understandable communication between members of work crews.
