Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized
hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to an oxygen-deficient atmosphere:
a- Room 12: A nitrogen delivery system used to inert equipment such as jet
mills, was
installed in room 12 and was enabled for use.  This system could create an
oxygen-
deficient atmosphere within the room.  Employee(s) who may enter this room
could be
asphyxiated due to high levels of nitrogen.  Condition noted on or about
3/7/01.
Among other methods, feasible and useful methods to correct this hazard
include, but are
not limited to, incorporating a monitoring device that would warn of an
oxygen deficient
atmosphere within the room, placing warning devices from monitoring
systems both
inside and outside the room, placarding the room where oxygen deficient
atmospheres
may exist and appropriately marking nitrogen valves used on the
distribution
system so
there is no confusion over the purpose of each valve.
