Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that:
(a)On May 4, 2000, at a work site located at Hwy 45 and Silver spring
Drive,Milwaukee, Wisconsin, an employee working on an extensible
boom aerial lift (self propelled) under the bridge replacing bolts, was
exposed to the hazard of falls due to the lack of personal fall arrest
equipment. Addition to no fall protection the employer was working off
of planking on the mid-rails of the aerial lift.  Among feasible abatement
would be to comply with the American National standards Institute (ANSI)
A92.5-1992 Standard for boom-supported Elevating Platform and have
employees wear fall arrest equipment whenever they are in aerial lift.
Certification, and documentation/evidence of abatement is required.
Certification of abatement is required by 29 CFR Part 1903 and is to be
submitted within ten (10)
calendar days after the abatement date.ment
