Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment which
were free from
recognized hazards that were causing or likely to cause death or serious
physical harm to
employees in that:
a) South side of site, a load of eight palletized bundles of roofing
insulation was being
hoisted by a crane to the main roof (17th level) of the Lincoln Plaza at
300 South Orange
Ave., Orlando.  The materials were loaded into two 4" wide, 40 foot long
synthetic
slings which were rigged in two separate single basket hitches, each
supporting four
pallets. No cinching or choking devices were used to secure the load.
While attempting
to raise the cargo heavy winds shifted the load causing four palletized
bundles to fall to
a lower level parking deck and to the ground, on or about 2/25/2000.
Among other methods, one feasible and acceptable method to correct this
hazard is to
ensure that the load is secured and balanced in the slings prior to
hoisting.
