Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to being struck by falling parts or potential collapse of an
underhung trolley/
lifting device:
(a)On or about 3/15/00 and 5/12/00 employees using a Spanco 1 ton crane,
which
had not been inspected, to lift heavy metal gears.
One feasible and acceptable method of abatement is to have all crane and
hoist systems
inspected on a frequent and periodic basis, as per REFERENCE:  ANSI B30.11
1973
paragraph 11-2.1.1, Inspection.  "Inspection procedure for cranes and
monorail track
systems shall be divided into two general classifications, based upon the
intervals at
which inspection should be performed.  1.  Frequent Inspection - daily to
monthly
intervals.  2.  Periodic Inspection - one to twelve month intervals, or as
specified by the
manufacturer"

lifting device:
(a)On or about 3/15/00 and 5/12/00 employees using a Spanco 1 ton crane
lifting
heavy metal parts, such as gears.  The jib of the crane had been altered.
One feasible and accepted abatement method is to conduct a load test, in
accordance with
the ANSI Standard B30.11, on the cranes in the facility; also, to ensure
that all load
weights are known.  REFERENCE:  ANSI B30.11-1973, Chapter 11-2, Section
11-2.2.2
states that "prior to initial use all new, extensively repaired, and
altered equipment shall
be tested by or under the direction of an appointed person and a written
report furnished
by such person, confirming the load rating of the system."  ANSI
B30.16-1993, Section
VI-Metric Conversions, states that "The values stated in U.S. Customary
units are to be
regarded as the standard."
