Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employmnent and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of falling from a scissors lift:
a) Flanagan's Auto & Truck Repair, new addition, Lumberton Twp., N.J. -
Employees were exposed to the hazards associated with operating a scissors
lift.
The employer failed to secure a copy of the manufacturer's instructions
for the
scissors lift. On or about 05/01/01.
Among other feasible and reasonable abatement methods to correct this
hazard would be to
develop and implement a policy that follows the requirements outlined in
the American National
Standards Institute's standard for self propelled elevating work
platforms, ANSI A92.6 1979,
Section 11(1). These requirements include but are not limited to:
1) Descriptions, specifications, and ratings of the work platform,
including the
data specified in Section 10.1 and 10.2.
2) The maximum system pressureand the maximum voltage of the electrical
systems that
are part of the work platform.
3) Instructions regarding operation, maintenance, and weld specifications.
4) Replacement parts information.
NOTE:    ABATEMENT CERTIFICATION REQUIRED FOR THIS ITEM.
Attached form or equivalent must be submitted.
