What this inspection record means

OSHA opens inspections for many reasons: routine scheduling under a national or local emphasis program, an employee complaint or referral, or a follow-up after a reported injury. Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm in that
employees were exposed
to the hazard of:
a) Being caught under or pinned by forklift(s) in the event of
tip/rollover or dislodgment
of the operator from his seat during operation. Seatbelts were not being
used on the site
by forklift operators, on or about, 3/21/00.
One feasible and acceptable abatement method, among others, to correct
this hazard is
to adhere to the requirement(s) of "ASME/ANSI B56.1b-1990, SAFETY STANDARD
FOR LOW LIFT AND HIGH LIFT TRUCKS", Part II, Paragraph 5.1.4, which
states,"Before operating any truck, the operator(s) shall have read and be

safety rules and practices in paras. 5.2 through 5.5."
The operator's manual for the Clark Electric Forklift, Mod. ECS25, Ser.
number E357-
0412-6515FA, and all other lift trucks manufactured by Clark, require the
use seatbelts
of seatbelts whenever their forklifts are operated.
