Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that the overhead
underhung hoist was not inspected on a regular basis:
Employer did not conduct and maintain inspections of the overhead
underhung hoist used in the
finish room.
Among other methods, one feasible and acceptable abatement method to
correct this
hazard is to perform inspections in accordance with provisions stipulated
in ASME
B30.16-1998.  Essential elements should include, but are not limited to:
1.  Frequent inspections which include a visual exam by the operator or
other
designated person on the following schedule:
2.  Periodic inspections which include visual inspection by a designated
person
who makes records of external conditions to provide the basis for a
continuing
evaluation.  An external coded mark on the hoist is an acceptable
identification
in lieu of records.
