Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
a)  On or about April 27, 2000 Christopher B. Burke Engineering, Ltd.
permitted employees
engaged in survey work to be exposed to struck-by hazards while occupying
a traveled portion
of Mannheim Road without locating a flagger far enough in advance of
employee work stations
so that approaching motor traffic would have sufficient distance to stop
before entering the work
space.  Among other feasible and acceptable abatement methods to correct
this hazard include
the proper placement of flagger stations, proper advance warning signage,
lane closures and
shadow vehicles.  These abatement methods are discussed in detail in Part
IV Manual on
Uniform Traffic Control Devices (MUTCD) 1988 Edition, Revision 3, 1993.
