Minn. Stat. 182.653 subd. 2:  The employer did not furnish to each
employee, conditions of
employment and a place of employment free from recognized hazards which
caused or were
likely to cause death or serious injury to employees;
The frame rack had not been properly maintained, specifically the three
chain latching
grooves had worn edges that could result in the chain slipping out while
under
hydraulic load during frame straightening of a vehicle.  The right
hydraulic cylinder
had been leaking on the floor.
Among other methods, feasible and acceptable abatement  methods to correct
this
hazard include, but are not limited to:  Reface latching slot so that
chain once inserted
in slot cannot slip out.  Manufacturer of frame rack should be contacted
as they may
have developed a better way to secure chains on this type of rack.
