Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: The #2 low lift, located in the Tire Department, did not have a safety device to prevent the lift from lowering in the event of a hydraulic system failure. Although the lift is used only to raise the front end of a vehicle, loss of hydraulic pressure can cause the lift to collapse and result in serious injury. Among other methods, the following are feasible and acceptable abatement methods to correct this hazard. 1. Install a mechanical safety device, or 2. Include jackstands for additional support, and 3. Implement and document safety requirements as per American Lift Institute (ALI) such as, but not limited to; operator training, periodic inspection and maintenance schedule, and enforce the procedures.
