Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm in that employees were exposed to fall hazards: (a) Employee(s) were subject to falls to a concrete floor from a 5 foot 9 inch metal step ladder while using the top of the ladder as a step, a practice prohibited by paragraph 8.3.2 of the American National Standards Institute on or about 5-23-00. (b) Employee(s) were subject to falls while performing work on top of the horizontal stabilizer of the aircraft. Employees had to climb from a 16 foot ladder stand onto the horizontal stabilizer to install screws. While on top of the horizontal stabilizer no means of fall protection were given the worker in the event that there was a fall on or about 5-23-00. (c) Employee(s) were subject to falls from a height of 16 feet to 20 feet, on a concrete floor while climbing on the handrails of a ladder stand to gain access to the horizontal stabilizer of an aircraft, on or about 5-23-00. One means of abatement to reduce the hazard of falls from a step ladder would be to train employees to use the step ladder properly. One of several means of abatement to reduce the hazard of falls while working on the horizontal stabilizer would be to use a forklift with a man- basket cage attached to the forks of the lift provided with proper railing protection to reach the desired height. A scissor lift or other type of manlift could also be used to reach the desired height. "ABATEMENT VERIFICATION REQUIRED"
