creating a stacking problem.  According to N.F.P.A. 1985: Sec. 27-1.7.1
the minimal
occupancy requierement shall be not less than one person per 100 sq. feet.

other methods, one feasible and acceptable abatement method to correct
this
hazard is
the relocation of excess employees.
