Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish to each of his employees employmnent and a place of employment
which are free from
recognized hazards that were causing or likely to cause death or serious
physical harm to
employees in that employees were exposed to a crushing hazard created by
the sudden and
unpredictable descent of vehicles elevated by hydraulic automotive lifts:
a)On or about 02/14/2003 - service area, 92-02 172nd Street
Employees service vehicles raised on hydraulic automotive lifts.  The
lifts were not
equipped with an automatic mechanical locking device to support the load
in the event
of a system failure; a positive stop was not provided to prevent the lift
from being raised
beyond the designed vertical limit; and no permanent marking to indicate
the rated load
capacity of the lift was provided.
AMONG OTHER METHODS, FEASIBLE AND ACCEPTABLE METHODS TO
CORRECT THIS HAZARD WOULD BE TO:
1. Install and/or repair mechanical locking devices and positive stopping
devices on each
lift.
2.  Install permanent markings on lifts to show the rated load capacity.
3.Follow the requirements of ANSI/ALI B153.1-1990.

1903.19.
