Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to the hazard of falling from moving sanitation trucks:
a) On or about 6/22/04: Rear Sand Lane between 219th Street & 220th Street
Employees were exposed to fall hazards as they stood on the running board
of Trius Sanitation
truck #93 to travel from one house to the next during trash collecting
operations. Riding steps
with hand holds were not provided for employee use and protection.
AMONG OTHER METHODS, FEASIBLE AND ACCEPTABLE METHODS TO
CORRECT THIS HAZARD ARE TO:
Option 1:
1) With the manufacturer's approval, ensure that riding steps with hand
holds
allowing for four
point body contact with the Trius Sanitation truck #93 and similar trucks
are installed. Reference
American National Standard/ Environmental Industry Associations (ANSI
Z245.1-1999): Mobile
Wastes and Recyclable Materials Collection, Transportation and Compaction
Equipment-Safety
Requirements.
2) Train and inform employees of the proper use of the riding steps and
handholds.
-OR-
Option 2:
1) If a determination is made that riding steps and handholds will not be
installed on the Trius
sanitation truck #93 and any similar trucks, develop and implement written
safety procedures/
rules prohibiting employees to ride on any external area, including
running boards, that are not
specifically designed for such use.
2) Train and inform employees of the new safety procedures/ rules and
develop a system of
periodic inspections to ensure that the rules/ procedures have been fully
implemented.
ABATEMENT VERIFICATION IS NOT REQUIRED.
