SCRR 71-112A: Failed to furnish a place of employment which is free of
recognized hazards
which may cause death or serious physical harm to his employees and comply
with this
regulation and other occupational safety and health rules and regulations
promulgated under
Chapter 15 of Title 41, Code of Laws, State of South Carolina, 1976, as
amended, as
follows:
A. Employer knew or should have known that employees operating feather
cookers in the
rendering area were exposed to the hazard of being burned by steam
expelled from open
feather cooker doors.  A feasible and useful method of abatement, among
others, is to
develop and implement a written inspection and cleaning program for vent
piping and valves
on all feather cookers to include documentation of each inspection and
cleaning that is
performed.
B. Employer knew or should have known that employees operating feather
cookers in the
rendering area were exposed to the hazard of being burned by steam
expelled from open
feather cooker doors.  A feasible and useful method of abatement, among
others, is to
develop and implement written operating procedures for all feather cookers
which shall, at a
minimum, address initial start-up, normal and emergency operations, normal
and emergency
shutdown and proper procedures to "bleed off" or reduce pressure within
the cooker to "0"
